CLAR
– Ceabtair Laga Ard-Riachtanais
CLAR
is an initiative promoted by Minister Éamon
Ó Cuív, T.D. It has provided a
tremendous boost and a series of opportunities
to communities in the Arigna catchment area.
In 2002 16 areas were selected for inclusion
in the programme, the number of areas selected
was extended in 2003. They were areas which
suffered the greatest depopulation since 1926.
The average population loss in all these areas
is 50% and the total population that will benefit
from the programme is 284,000.

Village Enhancement
In 2002 & 2003 local communities were invited
to apply directly to Arigna LEADER for the Village
enhancement scheme. This scheme was funded jointly
by Clar, Arigna LEADER, Leitrim County Council
& Roscommon County Council and the local
communities. The co-operation was to provide
funds for community groups in the Arigna Catchment
area, for small scale (max €30,000), village
projects, this is a very successful partnership.
The type of projects considered included environmental,
heritage, car parks and children’s play
grounds.

Community
Initiative Measure
In
2002, an agreement was reached for a CLÁR
/ LEADER COMMUNITY INITIATIVE MEASURE for community-based
projects in CLÁR areas. Community-based
projects attracting less than 50% public funding
under other programmes may qualify for CLÁR
top-up on a €: € basis with LEADER
subject to certain conditions.
Arigna
LEADER has used this scheme very successfully
through its current programme to attract additional
funding for a number of large scale projects
in the Catchment area. Projects are recommended
to CLAR for funding in joint application form,
from the promoter and Arigna LEADER which is
then considered by the CLAR section of the Department
of Community, Rural & Gaelthact Affairs. |
